| 摘 要： | 贵州省余庆县提出了由政府统筹实施、相关部门参与的,以财政投入为主、社会捐助为辅的,基本满足农村计生户养老生活需要的经济欠发达地区农村计划生育养老保障制度——“余庆模式”。该模式在全国开了农村计划生育养老保障制度的先河,具有突出的创新意义、示范作用和推广价值,同时在实施中还需进一步完善。
