| 摘 要： | 介绍了国家财政新型科技投入体系“三制一体”的基本架构,并着重阐述了拟成果购买制的体制框架。从论证互补的角度分析了拟成果购买制、课题制、事业拨款制的特点,以及三种制度在实际操作中的相互协同、优势互补。
