| 摘 要： | 执法者是我国法治社会实现的责任人，是执法为民理念的实践者和法律职能的承担者。执法者应然的执法素质包括执法理念、思想政治素质、职业道德、法律意识等。应树立执法者正确的执法理念，完善执法队伍的准入和奖惩制度，加强执法者职业道德修养，提高执法队伍的法律素质。只有这样，才能真正做到执法为民。

| Abstract: | Law enforcement is the implementation and commitment of the rule of law to implement the law for the people in China. This article deals with the existing law enforcement problems of idea blurred, low ideological and political quality of occupation morality flaw, legal consciousness and shortages, and puts forward the right concept of law enforcement, the access and reward and punishment system of law enforcement, the enhancement of occupation morality so as to improve the quality of law enforcement. |
