中部两大综合配套改革试验区的战略定位研究

近来,国家批准了武汉城市圈和长株潭城市群成为“全国资源节约型和环境友好型社会”,建设“综合配套改革试验区”。中央政府对两大城市群作为中部改革的探路者寄予了厚望。这项研究就是从战略定位的角度,来探讨该试验区如何在重点探索新型工业化、新型城市化发展道路,如何制定科学的发展战略,合理地参与国际国内产业分工,进行有效的区域管理制度创新,全面推进各个领域的体制改革,并在重点领域和关键环节率先突破。改革试验的着眼点在于中部思想解放、大胆创新。通过另辟溪径,来示范、引导和促进中部崛起及全国区域经济协调发展。

Strategic Positioning Research of Comprehensive Reform of the Two Pilot Areas in Central China

Recently, the State issued the decision that Wuhan city circle and Changsha, Zhuzhou and Xiangtan City group become a ＂national resource-saving and environment-friendly society＂ and build ＂complex reform pilot area＂. The central government placed high hopes on the two city groups as the pathfinder in the reform of central China. From the perspective of strategic positioning, this study is to explore how the pilot areas can explore a new type of industrialization and urbanization, how to formulate a scientific development strategy and to take a reasonable participation in the international and domestic division of labor, how to carry out effective regional management system innovation, how to comprehensively push forward reform in various fields, and how to make breakthroughs in some key areas and key links. The focus of the pilot reform is to emancipate the mind and make bold innovations. By taking some unusual measures we are supposed to demonstrate, guide and promote the prosperity of central China and the coordinated development of regional economy.
