电力监管监督机制的新思路

我国目前的电力监管方式是由国家电力监管委员会及其分支机构在不同层面对电力市场及其主体进行监管。电力监管机构既具有一定的规章、规则制定权和行政执法权。又具有广泛的电力市场监管权。在分析我国电力监管体系与方式的基础上，运用控制理论证明了在现行电力监管体系下，开环结构的电力监管机制具有一定的缺陷。使监管结果具有很大的不确定性。应将目前的开环监管改为闭环监管，建立对电力监管过程进行监督的机制，防范电力监管中可能出现的问题。由于监督环节十分重要，监督环节应独立于政府。以确保其在公正的立场上实施监督。

The New Paradigm on Electric Regulatory Supervision Mechanism

The present electric regulatory mode in China is made up of national electric regulatory committee and its branches that supervise and control electric power market and its participant at all levels, The electric regulatory organization has rights of making rules and supervising electric power market. On the basis of analyzing system and mode of electric regulation, the article applys control theory to demonstrate limitation of open loop system of electric regulation which makes the result of electric regulation heavy uncertainty. The present open loop system of electric regulation should be amended to closed loop system of electric regulation. The supervisory mechanism will be sat up in order to keep away problems that may appeal in the course of electric regulation. Because it is very important, supervisory tache should be independent of government to insure its fair and square.
