互联互通双向接入的利益分配机制

没有公平合理的接入价格是目前我国电信业互联互通不畅的主要原因;因此,制定一个合理的网间接入价格是互联互通问题的关键。本文通过建立数理模型,分析了双向接入费政策对不同电信网络运营商的利益分配、消费者主体的福利以及整个社会福利的影响,考查了接入费和运营商业务的价格、利润水平、市场份额、消费者福利的相关关系,探讨了双向接入费政策的作用机理和制定接入费政策的依据。特别发现,双向接入费和运营商的市场份额无关,因此,应根据不同的电信管制目标,来制定相应的双向接入费政策。

Interests Allocation Mechanism in Telecom Network Interconnection Bilateral Access

It is the main reason of telecom network interconnection obstacle that there is not a justice access price. There-fore,it must constitute a rational access price in internetworks .so as to interconnection. After analyzing the influence of unilateral accegs price on interests allocation among different telecommunications vendors, customers welfare and social welfare, in this paper,we examine the correlativity of lateral access price to operation prices, profit levels and customers welfare. At the same time, we discuss the operation mechanism and basis of bilateral access price policy. Especially, we find that bilateral access price is no relation to itself market share; therefore, it maybe constitute corresponding bilateral access price policy by different telecommunications management objects.
