基于创新型领军企业建设创新联合体的模式探析

针对创新联合体存在组建时指导政策不足，部分已建成的创新联合体运营效率不高等问题，本研究通过对照现有产学研合作平台，分析了构建创新联合体的核心要素，探索了基于创新型领军企业的创新联合体建设模型，从建设、运营、保障三方面探析其建设模式，并提出相关对策建议，为领军企业牵头组建创新联合体提供参考。

Analysis on the Mode of Constructing an Innovation Consortium Based on Innovative Leading Enterprises

As an important measure of the country to strengthen the main body of enterprise innovation, the innovation consortium is mainly led by leading enterprises, and is formed by combining universities and scientific research institutes, aiming to break through the key core technologies of aiming at the problem that there are still insufficient guidance policies in the formation of innovation consortia, and some established innovation consortia''s operational efficiency is low, this study compared the existing industry-university-research cooperation platform, analyzed the core elements of building an innovation consortium, explored the innovation consortium construction model based on innovative leading companies, investigated its construction model from three aspects of construction, operation and guarantee, and put forward relevant countermeasures and suggestions for providing reference for leading companies to take the lead in forming an innovation consortium.
