摘    要:南水北调东中线一期工程是缓解我国北方地区水资源短缺,促进水资源优化配置的重要措施.通水后,各受 水区如何完善水价政策,统一调配本地水资源,合理配置外调水资源,充分发挥东中线一期工程的综合调水效益,是亟待研究解决的重大问题.重点讨论了受水区其他水源与东中线一期工程水价政策的关系,通过数学模型进行政策设计分析,提出完善受水区水价政策建议.

Abstract:The first stage of east and middle route of South-to-North Water Transfer Project (SNWTP) is an important measure to mitigate existing water crisis and to optimize allocation of water resources in northern China. After completion of this project, water will be transported to the water-receiving areas. To maximize water diversion benefits, several problems have to be resolved. How to optimize water price policy? How to allocation local water and diversion water? The paper discusses relation between water price policy of local water resources in water-receiving areas and that of the first stage east and middle routes of SNWTP. By applying a math model to analyze water price policy, several water price polices were suggested.
