二元结构和利益集团及三农问题

当今三农问题的深层次根源在于城乡二元结构以及由此造成的城乡利益集团在力量上的不平衡。改革开放带来的公共选择空问加剧了这一态势。因此解决三农问题的关键就是培育和组建农村利益集团。从目前看，组建农协是一个较可行的办法。

At present,the deep root of the probl ems concerning countryside,agricu lture and peasants is the dualistic structure of the urban are and the rur al area and the unbalance of the forces of urban and rural interest groups c aused by this situation.The space of the publ ic selection brought about by the reform and opening policy aggravates su ch situation.Therefore,the key of solving the pro blems concerning countryside,agriculture and peasants is to culture an d organize the rural interest group.Nowadays,establishing the peasant association i s a more feasible and practicable method.
