双创示范基地对培育发展新动能的支撑引领作用强化研究

双创示范基地虽然通过深化改革、承载产业、汇聚要素和营造氛围为培育发展新动能提供了有力支撑,但是也存在改革断头路与发卡弯过多、发展求大求全与趋同、工作机制欠健全等问题。2017年,继续强化双创示范基地对培育发展新动能的支撑引领作用,关键是要突出双创的改革本质、凝练主体的示范特色、健全工作机制、实施适度扩围,通过建设高水平的创业创新高地,为持续壮大发展新动能打造新载体、营造新生态。

Enhancing the Role of Demonstration Centers for Business Startups and Innovation in Supporting the Cultivation of New Drivers of Growth

The demonstration centers for business startups and innovation support the cultivation of new drivers of growth by intensifying reforms in all aspects, providing platform for emerging industries, assembling the necessary factors and creating an enabling environment. In the meantime, we can observe the difficulties such as the stagnation of reforms, convergence in development patterns, and imperfection in operation mechanisms. In 2017, great efforts should be carried out towards enhancing the role of demonstration centers for business startups and innovation in supporting the cultivation of new drivers of growth. To do this, more measures should be undertaken to pronounce the essential role of reform, emphasize the feature of demonstration, improve the working mechanism, and establish more demonstration centers moderately. Therefore, we can have more enabling areas and favorable environment to spur innovation and entrepreneurship.
