基于政府网站的政府网络民意调查效果评价

民意调查是政府倾听民意、集中民智的有效手段,随着互联网技术的发展,网络民意调查作为一种新兴的调查手段被民众所熟知。但是,由于我国尚未建立相应规范制度,网络民意调查在开展过程中存在调查内容简单、调查结果使用不规范等问题。本研究构建了政府网络民意调查评价指标体系,并以我国29个省级政府门户网站的网上调查栏目为样本进行打分,验证了该评价指标体系的可行性,以期为我国网络民意调查的发展提供一些基础数据。此外,在结合相关实践经验的基础上,对促进我国网络民意调查的发展与完善做出了一些思考。

An Analysis of Governmental Online Polls Promotion Evaluation based on Government Websites

The poll is an effective means for the government to listen to public opinion, focus on intelligence. With the development of Internet technology, the online poll as a new method is known by the public. However, due to our country has not yet set up a corresponding system of norms, in the process of online polls in conducting the investigation content is simple and the results of the survey using the problems such as nonstandard. This paper aims at building up an evaluation criteria system for Governmental online polls, and scoring in our 29 provincial government portal website online poll program as the research sample, to verify the feasibility of the evaluation index system, in order to provide some basic data for the development of China''s network public opinion survey. In addition, on the basis of practical experience, this paper puts forward some suggestions to promote the development and improvement of the Governmental online polls in China.
