基于DARPA模式的军工企业科技创新体系建设

 深入分析中国新形势下科技创新体系建设机遇，借鉴美国国防高级研究计划局在创新文化、组织机构、项目管理等方面成功经验，针对当前制约军工企业科技创新发展的因素，提出了科技创新体系化构建思维模式，并通过建立创新特区探索适应新形势下科技创新管理机制，以期为军工企业科技创新体系构建提供借鉴与参考。
