摘    要:快速准确地确定大型工程占地的质量和数量,合理赔偿当地群众的损失,是每个大型工程动工前最棘手的问题之一。利用航空遥感和图象判读的手段,较好地解决了引黄济青工程中棘洪滩库区占地的分级赔偿问题。本文详细阐述了图象的选择方法和判读依据,土地分类分级的实用标准,图象解译和成图过程中的精度控制以及成果验证方法等过程,为征地赔偿以及保证工程按期开工提供了科学依据。这对于今后此类工作具有重要意义。同时也为遥感技术应用于大型工程开辟了新的领域。

Abstract:It is one of the most knotty problems to delimit speedly and accurately the extent and grade of the agricultural lands occupied by the large-scale project, and compensate rationally the natives' loss before the opening of every largeseale project. By using the way of aeronautical remote sensing and image interpretation, we settled the question of classifying compensation about agricultural lands occupied by Jihongtan reservoir in the project of diversion canal from Yellow River to Qingdao city. This paper expounds the processand the method of selecting the proper image and interpretation criterion, formulating the practicable standard of land's classification, controlling precision in the process of image interpretation and map-making, and verifying the achievement, all of which are very important to similar work in the future. It also provided the scientific criterion for the compensation of agricultural losses and guaranteed the opening of the project on schedule and opens up a new field for applying the remote sensing technique to the largescale projects.
