按照统筹城乡发展的要求加快西藏农牧区经济发展步伐

西藏全面建设小康社会的重点、难点都在农牧区，由于受长期以来形成的“二元经济结构”的影响和制约，农牧区经济发展缓慢，农牧民生活质量不高。统筹西藏城乡发展，是缩小城乡差距，逐步消除“二元经济结构”，加快农牧区经济发展的必由之路。为此，必须大力推进农牧业结构调整，加大对农牧区的投入，创新产业化运行机制，加快小城镇建设，加强农牧区基础教育，积极推进移民扶贫行动，对农牧区的经济建设和农牧民生活质量的提高给予更多的关注。

Quickening the economic developing pace of Tibetan farming and husbandry in accordance with the requirements of overall-planned urban and rural development

The important and challenging issue of developing a well-rounded better-off society in Tibet lies in that of farming and husbandry, which develops rather slow economically and enjoys rather low living standards because of the long-term influence and confinement of the idea of Dual Economic Structure. It is necessary to quicken the economic developing pace of Tibetan farming and husbandry by overall-planned urban and rural development to bridge the gap between rural and urban areas and gradually to eliminate the idea of Dual Economic Structure. Hence, the structural adjustment of farming and husbandry is to be forced forward, the investment to farming and husbandry is to be enhanced, industrial operating system innovated, small town construction quickened, basic education in area of farming and husbandry reinforced, act of migratory poverty-relief actively pushed on and more and more attention paid to the economic development of the areas of farming and husbandry and the improvement of living standards of the people of farming and husbandry.
