| 摘 要： | 班固《汉书·百官公卿表》中关于秦汉时期郡尉与县尉的记述有严重漏缺,影响了人们对于当时我国地方行政制度性状的全面认识.由宋代洪适所著《隶释·隶续》一书中所收录的汉代碑刻以及当代所出土居延汉简与尹湾汉墓简牍中有关郡尉与县尉的一些内容来看,我国秦汉时期的地方行政设置中民政、民事与军事、治安的管辖已经有了系统的分立与条块的分割,地方上不是实行的一头政治;相对于后代,秦汉时期在各地的统治据点要多.亦即,当时它们每个郡之中几乎都多出了两个郡城（即两部或三部都尉）,而每个县也是这样（即有的县县尉单独有自己的小城）.

| Abstract: | Ban -gu＇s Hart Shu（ a book about Han dynasty history） is not complete about the system of prefectures and counties. For example ：Prefecture Wei（ a military and public security officer of prefecture） are two or three of every prefecture and County Wei（ a military and public security officer of prefecture） are two of every county. But Ban - gu＇s Hart Shu is not note about two or three Prefecture Wei of every prefecture and two County Wei of every county. |
