清末宪政——中国政治现代化的开端

晚清时期，清政府面临着内忧外患的严重局面，为了巩固自己的统治，不得不在宪政方面实行了一些改革。尽管这些改革最后失败了，但它在客观上造成了中国传统人治权威的弱化和近代法治权威的加强，促进了当时正在兴起的地方自治运动的发展，打破了“庶人不议”的政治参与格局，事实上成为我国政治现代化的第一次有益尝试。
