美国是一个公民社会比较发达的三权分立的联邦制国家 ,信息技术公共政策的决策体系非常复杂也富有特色 ,具有行政主导、以虚领实、官民结合、明星效应等特点。美国信息技术公共政策覆盖范围很广 ,粗略分为两大类 :一类旨在促进信息技术发展 ,另一类旨在规范信息技术社会影响 ,总体特征是优先发展电子商务、特别关注信息安全、致力推动民间自律、强调美国全球影响。宏观上美国信息技术公共政策的未来走向将取决于 4项关键问题的处理 :要不要建立专门的政府机构、是联邦集权还是各州分权、是美国主导还是全球合作、是政府规范还是私营部门自律。

Information Technology Public Policy In U.S.A

United States is a developed country based on a high-level civil society with three-powers independent of each other.The policy-making system of Information Technology is very complex with its characteristics being:administrative power at the core;virtual task forces covering real organization;government cooperating with the private sector;and key people playing the important roles.The total policy is composed of two parts:one is for the development of Information Technology;the other is the regulation on social impact.The characteristics include:developing E-commerce,focusing on the information security,relying on self-regulation,and expanding US global power,The future trend will be decided by several key-problems:does the US need a new agency for Information Technology?Is the power at the federal or state level?Is the United States hegemony or does it cooperate with other countries?Does it rely on the government rule or the private sector's self-regulation?
