草原保护红线工程建设的基本构想

草原保护建设在中国经济社会发展中具有重要的战略地位,草原保护红线工程建设是保障和维护草原生态安全的底线和生命线。从分析草原保护红线工程建设的必要性入手,系统阐述草原保护红线工程的内涵、面临的问题,提出了草原保护红线工程建设的基本构想,包括制定技术指南、建立大数据工程、分区工程、预警体系工程、制度体系工程、保障体系、草原专项和国家级示范区工程,提出尽快启动和实施草原保护红线工程等六点建议,以实现草原生态、产业和文化传承功能的充分发挥,最终实现草原牧区的可持续发展。

The Basic Conceptions of Grassland Protection Red Line Engineering Construction

Grassland protection construction plays an important strategic role in China’s economic and social development. The construction of grassland protection red line project is the bottom line and lifeline for grassland safeguarding and the project is in the aim of maintaining grassland ecological security. This paper analyzes the necessity of the construction of grassland protection red line project, and systematically expounds the connotation and problems the projects are facing. This paper also puts forward the basic concept of grassland protection red line construction, the basic conception construction including technical guidelines, big data engineering, partition engineering, warning system engineering, institutional system, safeguarding system and grassland national demonstration zone. In the end, this paper provides six suggestions in the purpose to implement grassland protection red line project, and in order to make realization of a full play of the grassland ecological function, its industrial function and cultural functions, and eventually to achieve the sustainable development of grassland pastoral areas.
