| 摘 要： | 随着社会的转型和经济的发展，行政腐败现象日益严重，并逐步成为妨碍社会进步、经济发展和政治稳定的突出问题。因此，坚持预防和惩治行政腐败已成为全党的一项重大政治任务，已成为执政党和政府当今亟待解决的重大课题。文章分析了中国行政腐败的危害及原因，提出了预防和惩治行政腐败的具体策略选择与制度安排。
