论东盟语境下的“不干涉原则”

"不干涉原则"是东盟从创建初期一直坚持并给予重要地位的原则。新世纪初,在推进东盟一体化的要求下,"不干涉原则"虽然遭到质疑但仍在《东盟宪章》中得到重申,可见其对东盟的意义所在。"不干涉原则"从提出到遵循,从争议到修正,都推动了东盟一体化的进程。本论文试图将"不干涉原则"放置于东盟语境之下进行分析,即在国际背景中结合东盟成员国的特殊现实及东盟特色的决策方式来阐释东盟语境下的"不干涉原则"。

THE PRINCIPLE OF NON-INTERVENTION IN ASEAN

Since the establishment of ASEAN, the principle of non-intervention has been persisted and occupied an important position. At the beginning of the new century, in the demand of promoting integration process, although the principle of non-intervention has been questioned, it is still reaffirmed in the ASEAN Charter, which shows the great significance of this principle. The proposal, abid- ance, controversy and amendment of the principle have promoted the ASEAN＇s integration process. This paper tries to analyze the principle of non-intervention under the context of ASEAN, which means the principle of non-intervention will be interpreted under the international background, combined with the special reality of member countries of ASEAN and the decision-making way with ASEAN characteristics.
