| 摘 要： | 新型农村社区是一种半城市化的社区,它容纳了多重身份的社区居民、多种行业的企业组织、多重社会关系、多种利益诉求,并体现出高度的开放性、流动性和异质性。多种原因使基层政府在社区治理中出现了权力"悬浮"的困境。转变治理观念、探索新的治理体制、调动基层政府的积极性、规范公权力的运行、重构官民之间的联系纽带是破解治理"悬浮"困境,实现新型农村社区"善治"的可行路径。

| Abstract: | The new rural community is a kind of semi - city community, accommodating multiple identities of the community residents, a variety of industry organization, multiple social relations, different interests and reflects a high degree of openness, mobility and het- erogeneity. A variety of reasons make the grass - roots government in community governance appeared ＂ suspended＂ dilemma. Chan- ging management ideas, exploring the new governance system, mobilizing the enthusiasm of grass - roots government, standardizing the operation of the public power, reconstructing the link between civil and the government, is the way to break the governance suspended＇ dilemma and the feasible route of new rural community ＂good governance＂. |
