| 摘 要： | 现行党政军及人大系统各自公文格式设计两种主要版头形式,稍嫌繁琐,应同简化为一种发文机关名称加"文件"形式。行政和军队上行文眉首设批示域,造成公文首页以红色反线为界的视觉上下两部分比例失调,且因文书工作正规单位让领导在收文处理单上批示,形成上行文预留批示域闲置,需取消该设计。四系统公文尾同设印发机关和日期项,党、军队公文尾同设份数项,均无用,应撤销。四系统公文格式不统一,造成文书工作麻烦,应改变。
