从体制视角论旅游景区规范管理

我国旅游区（点）类型多样，管理机制也多种多样，管理模式错综复杂，再加之旅游法规不健全，势必造成权利交叉、多头管理、无序开发的混乱局面。本文就旅游景区管理存在的问题进行分析研究，并就旅游景区如何做到规范管理提出了自己的见解。作者认为，旅游业必须按照市场经济规律来寻求发展，国家级风景名胜区一定要设立独立的政府管理机构，该机构不能是事业单位，更不能是企业单住，而且风景名胜区的管理机构要尽可能小。同时，国家旅游局作为旅游管理的职能部门，针对旅游景区专门规章的研究制定也需尽快启动。

Research on Standardizing the Administration of Tourist Attraction from the Institutional Perspective

Tourist attractions are varied and diverse in China,so are the administrative systems.Cross-rights management as well as ill-built tourist laws and regulations will inevitably result in a complicated,overlapping management and disorderly development in a chaotic situation.This paper analyzes the existing problems in the management of scenic spots,and put forward views onhow to do standardized management.The author believes that tourism must develop in accordance with the rules of market economy,scenic spots at the national level must set up an independent government body,which is neither public institutions,nor a business unit,and the scenic area management agencies must be as small as possible.Meanwhile,the National Tourism Bureau,as the tourism management departments,should get started to make the research and formulation of the relative laws and regulations specifically for the tourist attractions as soon as possible.
