| 摘 要： | 由于城乡二元结构的影响，我国养老保险也呈现城乡分割的特征。为打破养老保险“碎片化”的制度格局，急需将我国目前的五大养老保险制度整合为以城镇企业职工养老保险、公务员养老保险和城乡居民养老保险为核心的养老保险体系，实现养老保险的制度全覆盖向人群全覆盖的迈进。在整合我国养老保险制度体系过程中，将采取渐进式的改革，分三大阶段逐步实施，预计到2040年实现养老保险的人群全覆盖。

| Abstract: | Due to the affect of urban and rural dualistic structure, the endowment insurance in China has presented the feature of divi sion between urban and rural areas. In order to break the system pattern of the fragmentation in endowment insurance, it is urgent to in tegrate the current five endowment insurance systems into an endowment insurance ystem which takes the endowment insurance for ur ban enterprise employees, public functionary, urban and rural residents as the core to achieve the target from the complete coverage on system to the complete coverage on crowds. In this process, the progressive innovation will be taken, executed gradually from three sta ges. By expectation, the complete coverage on crowds will be achieved by 2040. |
