电子地图(集)对中国疆界的偏差表达:现实与解决

摘    要:信息社会电子地图(集)应用中对国家疆界的偏差表达较为严重。为揭示电子地图(集)对中国疆界的偏差表达问题,通过对互联网上60多个英文版地图网站的浏览,并对各种版本世界电子地图(集)及地图软件随附数据进行比较,将电子地图(集)对中国疆界的偏差表达归纳为软件、动态和静态、随图文字注记等多种类型。评估了疆界偏差表达的检验方法——叠加分析方法和典型区域比较方法对不同使用人群的适用性。根据国家间信息不对称性的特征提出了解决途径:参与W S IS区域电子地图(集)的编制,以从根本上解决中国所面临的疆界偏差表达。

Abstract:The boundary bias representation problem has occurred in the current information society with the development and application of electronic map(atlas).By surveying various kinds of electronic maps around the world,boundary bias representation problem was identified and classified.The boundary bias representation caused by various kinds of electronic maps is related to the potential of the Internet resources and information transfer/exchange between countries.The methods for measuring boundary bias representation were evaluated to inspect boundary bias representation which are suitable for different groups of people.A solution was given under the World Summit on the Information Society(WSIS) framework which is targeted at the essence of national boundary bias representation properties.The results show that WSIS is an opportunity for China to totally eliminate its boundary bias representation within the use of various kinds of electronic map media.
