| 摘 要： | 高等教育收费理论主要有三种学说，即发展说、产业说、教育消费说。教育成本是制定高等教育收费标准的基本依据和基础，确定收费标准时应充分考虑不同学校的办学性质、专业和地区的差异，以及国民的负担能力等因素。
