| 摘 要： | 减轻农民负担,规范征收行为,稳定负担水平,保证国民经济快速健康发展,是当前各地关注的热点和难点。本文从贫困山区通江县在农村税费改革中取得的成效入手,归纳分析了农村税费改革中存在的七个问题,并针对存在的问题,提出了一些建议和对策。

| Abstract: | Relieving farmers burden, regulating tax and fee collection, stabilizing the range of burden and ensuring the rapid healthy growth of national economy are the hot subject and knots under people's attention. This paper begins with some achievements attained in a poverty-striken mountainous district, Tongjiang County in its rural tax and fee reform, then analyzes seven problems in the reform and puts forward some suggestions and measures in solving these problems. |
