西康建省论

西康建省始于清末川边藏区的改土归流,民国初年停滞不前,终成于抗战时期的1939年。前后历时30多年,时断时续。在建省过程中,中央与地方以及各地方势力之间展开了长期的权力博弈,最终在民族危机日益严重的情况下完成了建省。西康建省,加强了中央对这一地区的管辖,加快了西康社会的转型,巩固了国防。

On the Foundation of Xikang Province

The foundation of Xikang province began from the late Qing Dynasty when Qing Dynasty implemented the policy called Replacing the Ethic Minority Headmen with Officials in the areas between Sichuan and Tibet. In the early days of the Republic of China, this policy has stagnated . It was carried out discontinuously and lasted for 30 years, and finally was completed in 1939 during the War of Resistance against Japan. In the proeess of foundation , the forces between the central government and local organizations competed with each other for a long time. At last, the government founded the Xikang province under the gradually severe national erisis, which strengthened the government＇s jurisdiction over this area, and accelerated the transformation of Xikang＇s society, at the same time, consolidated our national defenses.
