| Abstract: | This paper introduces the background and connotation of lowest-bid approach; it also makes an analysis in game theory of the expected quotation of tenders based on the assumption that the tenders are risk-neutral. This paper also introduces the present situation of lowest-bid approach, and puts forward that security mechanism should be introducedto redress the moral hazard of tenders. |
