On the features and functions of our administrative system

The main elements that form an administrative system include the relations of the Party and government administration,the longitudinal relations among governments and departments,the transverse relations among governments and departments,tiao-kuai relations and the interactive relations between system and external environment.Through collecting and analyzing the main relations,this article reveals that the general characteristics of Chinese administrative system are contradiction andcomplexity. It draws a conciusionthat our administrative system is paradoxical and reasonable by analyzing the roles that the administrative system with such characteris- tics plays.
