发行义务教育公债探析

教育经费投入不足一直是困扰我国教育事业发展的重大问题。今年，四川、云南等地区遭受了百年不遇的大地震，中小学教育资源设备也遭到毁灭性打击，校园的重建工作迫在眉睫。与此同时，随着我国义务教育免费政策的出台与实施，教育公平的推进和义务教育质量的提高，义务教育的建设与发展需要更多的资金投入，而我国逐年增长的教育经费很难满足目前义务教育的需要，发行教育公债正是解决义务教育经费投入不足的一种有效手段。

Inadequate expenditure is one of the big problems in China's education enterprise. The big earthquake in Sichuan and Yunnan devastated the educational resources in primary and middle schools. The reconstruction is an urgent task to be fulfilled. What is more, the implementation of free compulsory education will require more funds to promote fair education, improve education quality. Since the educational expenditure fails to meet the expanding demand for compulsory education, it is one effective measure to issue compulsory education bonds.
