Discussion on the New Thought about the Construction of University Library from the Cultural Vision

This paper introduces the origins and connotations of the word of culture,from the angle of the cultural vision,probes into some problems existing in the construction of the university library such as how to externalize the people-based principle,how to establish the humanized reading environment,and how to build the people-based managerial mechanism,etc.,and points out that the construction of the library should externalize not only the cultural details but also the time features,and should fit in with the developing trend of the international library cause.
