| 摘 要： | 技术标准在维护海事安全中起着至关重要的作用.但在制定技术标准的过程中不应只考虑技术因素,还应充分考虑政治和经济因素对航运事业的影响.根据航运产业的特点,说明在制定海事技术标准的过程中需要考虑到哪些政治经济因素.

| Abstract: | Technical standards play vital role in ensuring maritime safety,but making technical standard is not only the activity of technology,we should give enough consideration to economic and political factors.This paper will address the traits of the shipping industry,and illustrate what economic and political factors should be considered in developing maritime technical standards. |
