摘    要:在我国实施人才强国战略中,应该考虑关于人才增量和存量的调整、关于人才成长和发展环境、关于人才经营管理创新机制等问题,这对加快我国人才结构的调整,培养大批高素质的人才为全面建设小康社会服务,具有一定的意义。
