随着《新课标》的深入实施，英语教学质量逐年提高。但由于城乡差别的客观存在，农村中小学英语师资力量和教学条件仍没有得到多大改善。要尽快改变这种状况，加快培养高素质的农村中小学英语教师至关重要，这也是地方本科院校外语院系的根本任务。“三基”（基础知识、基本理论、基本技能）教学是培养高素质的农村中小学英语教师的根本保证。
