| 摘 要： | 提升基础教育发展质量必须紧紧围绕发展这个中心,进一步更新发展理念、夯实发展条件、提高发展效能。在新的历史条件下,进一步提升基础教育发展质量既是学习实践科学发展观的迫切需要,也是构建和谐社会的迫切需要,同时还是建设创新型国家的迫切需要。当前,进一步提升基础教育发展质量,必须充分发挥地方政府的主导作用、学校主体的能动作用,以及社会各界的支撑作用。
