科学推进新型城镇化必须着力深化体制机制改革

以中共中央十八届三中全会精神审视城乡关系,着眼于使市场在城乡资源配置中起决定性作用和更好发挥政府作用,从河南实际出发科学推进新型城镇化,必须尊重客观规律,积极稳妥从广度和深度上推进市场化改革,打破城乡二元体制,建立健全有利于城镇化科学发展的体制机制,大幅度减少政府对资源的直接配置,推动资源配置依据市场规则、市场价格、市场竞争实现效益最大化和效率最优化.在此基础上更好发挥政府作用,正确认识和推进城乡一体化,促进产业集聚、人口集中、土地集约,争取较高的规模效益和聚集效益,大幅度提高城市规划建设管理水平,积极防治城市病,走出一条符合河南实际、以人为本、四化同步、优化布局、生态文明、文化传承的新型城镇化道路.

Scientifically Promoting the New Urbanization Based on Deepening Reform of Systems and Mechanisms

In the spirit of the third Plenary Session of the 18th CPC Central Committee,the urban-rural relation was examined. We should focus on a decisive role of market and better regulatory role of government for resources allocation in urban and rural. To scientifically promote the new urbanization based on the practice of Henan Province, we should respect the objective laws,actively and prudently promote the market-oriented reform from the breadth and depth,break the dual system of urban and rural,establish and improve the systems and mechanisms that are conducive to the development of science of urbanization,greatly reduce the government’s direct configuration of resources,promote resources allocation to achieve maximum benefit and efficiency optimization on the basis of market rules,prices and competition. On this basis,it is suggested to play the role of government better. We should understand correctly and promote the integration of urban and rural,promote industrial agglomeration,population concentration,land consolidation,obtain higher scale and gather benefits,greatly improve the management level of urban planning and construction,actively control city disease,and set out on a path of new urbanization with people-oriented approach,four modernizations synchronization,optimization of layout,ecological civilization and cultural heritage,according with the practice of Henan Province.
