摘    要:突发安全事件会导致港口服务的暂时性中断,港口的应急处置策略决定着救灾服务效率和效果.针对港口突发安全事件的紧急性和集装箱港口网络集群的特征,研究了港口服务中断条件下应急处置策略与多港协调机制问题,综合考虑港口物流网络系统中各方决策偏好,提出了基于枢纽港口服务中断背景下多港资源协调调度的多目标非线性整数规划模型,使得灾难给港口物流网络系统造成的损失最小.通过Lingo 13.0求解表明模型有效,通过比较分析得到不同程度灾难条件下多目标非线性模型的适用性和应用方法,为港口应急决策提供理论参考.

Abstract:Disasters cause port services interruption, emergency strategy is important issues for emergency relief, which will affect the relief efficient and effect. The emergency strategy and coordination mechanism of multi-port under port services interruption was studied with taking characteristics of emergency relief demand in suffered port and container port network cluster into account. Multi-objective Assignment Model was proposed based on the context of the main port services interruption and each agent decision preference in ports logistics network to minimize the total loss of ports logistics network. The computing result by Lingo 13.0 showed that the model is effective, and the comparative analysis of the different degree disaster infection presented the applicability and the application method of the proposed model,which provided a theoretical reference for emergency response decision-making.
