摘    要:泊位和岸桥的有效管理一直是港口码头的重要问题.优先权主要影响船舶在靠泊过程中靠泊顺序以及靠泊时间.利用泊位和岸桥的耦合思想建立模型,通过船舶的作业量确定船舶的优先权,并将优先权作为泊位分配的目标函数的影响因子.在优先权的影响下首先确定泊位分配计划,在耦合过程中,泊位分配计划影响岸桥分配计划.这样,优先权就影响了整个船舶的泊位分配以及岸桥分配的作业情况.通过对具体算例的分析,验证了优先权对实际作业港口的影响.结果对港口具有实际应用的价值,拓展了泊位和岸桥耦合优化的研究.

Abstract:The effective management of berth and crane quay is always an important problem for the port. The main impact of the priority is the berthing sequence and berthing time. The model is built by coupling berth and quay crane,using the amount of the ship to determine the priority,and regard the priority as the impact factor. With the influence of the priority,we determine the berth allocation. In the coupling,the berth allocation will influence the quay crane allocation. By this,the priority will influence the whole ship berth allocation and quay crane allocation. The effectiveness of priority in allocation of berth and quay crane is proved through analysis of specific cases. The results are beneficial for the operations of container terminals,and new features are introduced for the berth allocation and quay crane assignment problem.
