In its concrete executive process, the village Soviet should accept not only supervision from within the Party, but also the democratic supervision from the mass organizations. That laid a solid ground for establishment and construction of the Soviets at the town, region, county, and province levels, ensured the implementation of the Party's lines, principles, policies and the Soviets' various plans in the countryside, and played a very important role in the growth of the Red Army and the enlargement and consolidation of Chuan-Shan revolutionary base areas.
