| 摘 要： | 海上事故的发生不仅可以看做是一系列相互联系的因素所引起的,也可以看做是相关的预防性措施失效所造成的.海上风险评估的目的正是为找到导致事故发生的不利因素和无效措施,从而为预防事故发生或减轻事故危害提供有益的建议和采取有效的措施.以瑞士奶酪模型为基础,分析如何进行海上风险评估及风险应对.

| Abstract: | The outcome of the marine accident analysis can not only be described as one or more chains of interacting causes,but also as a set of barriers that have failed.The purpose of marine risk assessment is to find the events and conditions that led to the accident and then provide instructive recommendation and solution to prevent the occurrence of the accident or mitigate the damages.This paper will illustrate how to assess and deal with the marine risk based on the Swiss Cheese Model. |
