中国是第一个进入“专利丛林”时代的发展中国家，今后可能进入专利诉讼密集爆发的“专利暴力”时代。我国如何应对专利申请量高速增加的问题？如何引导企业通过有限的“专利暴力”告别自由竞争？这都是需要党和政府从战略高度规划的大问题。

In order to cope with the coming challenges, this study suggests that the system of resource reconfiguration of patent examination, from the strategic height of patent judicature.
