印度国家知识产权战略进入“特区经济”时代及其对中国的影响——通过知识产权战略实施试点，把“成渝经济区”建设成为中国的科技创新珠峰、知识产权珠峰

研究分析了印度国家知识产权发展特征，以及印度通过重启经济特区建设，实现制造业腾飞战略对中国的影响。建议：①配合我国经济特区建设，发展个性化知识产权政策；②配合国有企业产业升级和结构调整，提升知识经济创造力；③配合高校改革建设，积极建设“国家知识网络”、“国家知识平台”，提升大学系统的知识产权挖掘力、传播力、转化力。最后建议国家知识产权战略应选择成渝经济区进行综合改革试验。

National Intellectual Property Strategy of India after Entering the Special Economic Zone Era and Its Influence on China

This study analyzed the India national intellectual property development characteristics, as well as India by restarting the special economic zone construction, to realize the effect of manufacturing industry development strategy in china. Recommendations include the following aspects. First of all, with China＇s special economic zone construction, the development of personalized intellectual property policy should be developed. Secondarily, with state-owned enterprise of industrial upgrading and structural adjustment, there is of great urgent to promote the creativity of knowledge economy. Finally, the colleges and universities with reform of construction can actively promote the construction of National Knowledge Network, National Knowledge Platform, to enhance the higher education system of intellectual property, transmission, transformation of the digging force. The national intellectual property strategy is proposed to select the Chengdu-Chongqing Economic Zone to conduct a comprehensive reform trial.
