城市高速公路环境保护评价指标的研究和实践

根据城市高速公路建设期及营运期环境特性,从建设期生态环境保护、建设期环境污染防治、营运期生态环境保护、营运期环境污染防治和竣工验收5个子系统25项指标方面,建立了城市高速公路环境保护评价指标体系,采用德尔菲法和层次分析法对指标进行权重确定,,使用模糊多级综合评价得到建设项目的综合价值系数。对西安市三环路进行了案例分析,结果表明,该评价指标体系简便实用,符合实际。

Evaluation Indices for Environment Protection of Urban Expressway

This paper sets up a system of evaluation indices for environment protection of urban expressway with environmental characteristics of urban expressway in the course of construction and completion, based on 5 subsystems with 25 indices including environmental protection and pollution prevention in the course of construction and operation, checking and accepting completion. The indices are weighting defined with methods of Delphi and AHP. Synthesis value coefficient of construction is achieved by the method of puzzle evaluation. Analysis of the third ring of Xi'an indicates that the system of evaluation indices is simple and practical.
