| 摘 要： | 通过对腐败现象的产生和反腐败措施进行制度层面分析可以看出，产生腐败的根源在于制度安排存在着缺陷，因此只有积极推动体制改革和制度创新，从源头上建立严密有效的权力监督制约机制，才能有效地遏制腐败。

| Abstract: | This article analyzes the origin of corruption phenomenon and the measure of anti-corruption in the aspect of systematical construction. The origin of corruption exists in the defects of system. Only with reform in policy and innovation in system, constructing a strict and efficient supervision mechanism over the rights restriction, can we restrain the corruption effectively. |
