| 摘 要： | 从民族过程的角度分析了民族族体权利发展的基本过程，认为少数民族在获得自治权利的同时，民族族体形态过程、民族经济过程和民族政治过程发展滞后，使得既定权利与实际运用水平之间存在着巨大的政治资源真空。如何合理和充分使用这些政治资源来促进民族和民族地区的发展，不仅是民族工作的重要任务，也是民族理论工作努力的方向。
