“经济地理”大发现与中国农民“走出去”

进入21世纪,“三农”问题的解决必须面对经济全球化。而经济全球化的要求及法律基础充分体现在WTO的宗旨、原则及主要协议中,实际上是概括的“经济地理”大发现。充分利用它,是我们解决“三农”问题的重大机遇和重要出路。基于WTO对农业的支持及我国可利用的空间,要充分利用国际资源市场,加大对农民的教育培训及综合支持,提高竞争能力,使我国庞大而过剩的农业劳动力部分走出国门,从事资源开发和二、三产业工作。

"Discovery of Economic Geography" and China Farmers' "Go Global" Strategy

Since the mankind has strided into 21st century, the solving of all the issues concerning agriculture, countryside and farmers has to face the challenges and opportunities of globalization. The requirements and law foundations brought by globalization all are embodied in the aims, principles and agreements of WTO; that is "Discovery of Economic Geography". Making full use of it is a key strategy to resolve the problems concerning farmers. This paper analyses the positive development factors for Chinese agriculture under WTO's principles and frame. It suggests that measures should be taken to utilize international resources and markets, develop farmers' competitiveness and to implement the "go global" strategy, by provide more professional training and other supports for them.
