| 摘 要： | 论述了在充分发挥高校毕业生人才资源的基础上，如何进一步加大宏观调控力度，破除制约高校毕业生到基层就业的体制性和机制性障碍，阐述了与市场体制相适应的高校毕业生面向基层就业的长效机制，以确保做好高校毕业生就业工作。

| Abstract: | This paper discusses the way to further strengthen macro control,clear away systematic and mechanic obstacles which restrict college graduates' employment facing basic units on the basis of full development of talent resources.It also expounds on the long-term mechanism which adapts to market system,so as to guarantee the employment work of the graduates. |
