| 摘 要： | 服务型政府的本质内涵决定了其自身建设离不开公民政治参与。公民政治参与增强了政府的合法性基础,它是服务型政府发展民主的核心内容,与服务型政府的治理模式相契合。针对实践中公民政治参与的困境,树立民本执政理念,塑造理性的政治参与公民,建立健全公民政治参与制度,支持引导公民社会良性发展,是今后服务型政府加快自身建设、推动公民政治参与的基本路径。
