四类新型农业经营主体现状、问题与对策建议——以X市为例

中央一号文件提出要大力培育新型农业经营主体,加快农业专业大户、家庭农场、农业合作社的发展,壮大农业产业化龙头企业.调查表明,X市新型农业经营主体发展主要存在八个方面的问题,即土地流转难、融资难、农技人才缺乏、政策资金整合难、规模小带动力差、经营创新缺乏、环保重视不够、食品安全意识不强.为解决以上问题,各级党委政府必须着力从破解土地流转难题,拓宽农业投资渠道,完善农技支撑体系,整合惠农政策与资金,推动农业规模经营,大力推进生态种养等六个方面入手,切实促进四类新型农业经营主体加快发展、健康发展,推进农业经营体制改革;提高农业生产效率;推进农业现代化.

The Current Situation,Problems and Suggestions for Four Subjects of New Agribusiness： Taking X City as an Example
